The Speed and Variance of Travel Time Survey monitors traffic congestion. The survey measures the reliability of travel time (Congestion index), minutes delay per km, compared to travel at the speed limit in the surveyed area. The NZ Transport Agency and Beca have undertaken effective measures to understand and accurately measure congestion levels in five key regions of New Zealand: Auckland, Tauranga, Hamilton, Wellington, and Christchurch. In conjunction with local and central government, Beca has developed key performance indicators to track trip reliability, by utilising GPS and GIS (Geographical Information Systems) to collect, analyse and store travel time information. Beca is also exploring new ways to address congestion, enabling authorities to gain a better understanding of where congestion most often occurs.
